Need A "Content Aware" Tool But Can’t Afford Photoshop?

For this photo I was trying to get a silhouette of the pier. At first, I was put of by the overcast sky, but soon realized that the clouds just added to the picture. At the time of taking the picture, I didn’t have much hope for it, but after a bit of post processing to the colour and contrast it is now one of my favorite photos.
